To implement the spirit of the speech delivered by Xu Wei, Secretary of the Party Leadership Group, Maritime Safety Administration of the People’s Republic of China (CHINA MSA) and Miao Changwen, Director of Jiangsu Maritime Safety Administration (Jiangsu MSA), and to effectively prevent major waterborne accident risks, NANJING SHENGHANG SHIPPING CO., LTD. (hereinafter referred to as “the company” or “Shenghang Group”) promptly communicated with Dachang Maritime Department of Nanjing Maritime Safety Administration (Nanjing MSA). Through the collaboration between the government and the enterprise, a joint working group for hidden danger investigation was formed to jointly carry out on-site hidden danger investigation and rectification work for vessels.
On the afternoon of January 13, 2025, Dachang Maritime Department of Nanjing MSA, formed a maritime inspection team consisting of four leaders including Director Zhang Qiao and Deputy Director Zhou Wei. Shenghang Group formed an inspection team led by General Manager Li Guanghong, Safety Director Xue Xiaowei, and the supervisors of Marine Department and Technical Department. A joint inspection team was established to conduct a major risk and hidden danger investigation on the “NANLIAN 002” which was unloading at the No. 4 berth of Nanjing Yangba Wharf.
After boarding the vessel, Director Zhang Qiao first organized all the crew members and the members of the joint inspection team to study the important spirit of the above two speeches together, emphasizing the significance of this hidden danger investigation. Secondly, General Manager Li Guanghong shared his insights from attending a meeting at the Jiangsu MSA on January 12, 2025, clearly requiring all crew members to have a correct attitude, attach great importance to it, and accurately understand the good intentions and deep considerations of the Ministry of Transport in launching a special campaign for hidden danger investigation and rectification across the country. All crew members must earnestly implement all the work requirements for the investigation and rectification of major risks and hidden dangers.
Subsequently, the joint inspection team was divided into three groups to conduct a special inspection of the main deck, living quarters and bridge, and engine room of the “NANLIAN 002”. In response to the problems and potential risks identified during the inspection, the inspection team pointed out the issues on the spot, organized training and put forward the requirements for the subsequent rectification of the vessel.
At the final meeting, the joint inspection team expressed their recognition and approval of the overall situation of the ship’s safety management. At the same time, the team also notified the problems found during the inspection and the requirements for rectification. After the final meeting, General Manager Li Guanghong made work arrangements for Captain Liu Yong and all the crew members of “NANLIAN 002”, based on the inspection results of the joint inspection team and Shenghang Group’s safety management requirements. General Manager Li Guanghong emphasized that all crew members should take the problems found during this hidden danger investigation seriously, rectify them in a timely and thorough manner, and report the rectification results to the company.
This joint hidden danger investigation activity carried out under the guidance of Dachang Maritime Department of Nanjing MSA, did not only further strengthen the connection between shipping enterprises and maritime authorities, but also initially formed a good situation where both parties perform their respective duties, cooperate closely and support each other. This joint hidden danger investigation achieved good results. In the future, Shenghang Group will continue to strengthen the supervision and inspection of ship safety management, shift the focus of the company’s safety management forward, and continuously enhance the company’s safety management level.
