From March 21 to 26, 2025, the delegation, led by Li Guanghong, General Manager of Shenghang Group, visited Singapore to promote international business cooperation, focusing on discussions around topics such as fuel supply, liquid ammonia bunkering, crew services, and freight expansion in Southeast Asia. As a special guest, he attended the Singapore Maritime Exhibition and had in-depth exchanges with the China Classification Society (CCS) regarding the maiden voyage of Shenghang’s vessels to the Australian route. During this period, General Manager Li Guanghong also boarded the “Shenghang 005” for a safety inspection and promoted the SHELL safety management system.
1. Fuel Supply Cooperation
(1) Ensuring fuel supply in Southeast Asia
On the morning of March 21, a delegation led by Li Guanghong, General Manager of Shenghang Group, visited COSCO Shipping (Southeast Asia) Co., Ltd. and CHIMBUSCO Singapore Co., Ltd. They had an in-depth discussion with Luo Yuming, Vice President of COSCO Shipping (Singapore), on the issue of fuel supply guarantee for Shenghang’s foreign trade fleet in Southeast Asia, laying out the plan for ship fuel bunkering before the implementation of the new Singapore fuel regulations on April 1, 2025.
(2) Business exchange on biofuel transportation
Glenn, General Manager of the Foreign Trade Chartering Department, had an in-depth exchange with Zhu Ling, General Manager of COSCO Shipping Singapore, on biofuel transportation business, exploring cooperation possibilities and laying the foundation for further expanding bilateral business cooperation.
2. Exploring Liquid Ammonia Bunkering Business
Shenghang Group hoped to discuss the liquid ammonia bunkering business in Singapore with the Maritime and Port Authority of Singapore (MPA) through COSCO Shipping (Southeast Asia) Co., Ltd., laying the foundation for subsequent cooperation.
3. Crew Service Cooperation
(1) Discussion on crew changeover affairs
On the afternoon of March 21, General Manager of Shenghang Group, Li Guanghong and his delegation visited COSCO SHIPPING Marine Engineering (Singapore) Co., Ltd. They discussed crew changeover affairs with Chen Ming, Executive Director of COSCO SHIPPING Marine Engineering, aiming to provide high-quality services for Shenghang Group’s crew changeover in Singapore.
(2) Reaching a consensus on building a “Crew’s Home”
Both parties reached a consensus on jointly building a “Crew’s Home” to provide convenient conditions for crew changeovers in Singapore. Adhering to the concept of “being guided by shipowners’ needs and solving their pain points”, Shenghang Group was comprehensively building a crew service system in Singapore to help make Singapore a more attractive shipping center. General Manager Li Guanghong put forward constructive suggestions for the construction of the “Crew’s Home” and provided a guiding plan for serving international crews.
4. Business Cooperation Expansion
(1) COA contract and communication on new ship allocation
On the afternoon of March 21, General Manager of Shenghang Group, Li Guanghong and his delegation visited Mobil Singapore. General Manager Li Guanghong introduced in detail the management and development of the company’s foreign trade fleet. He reviewed the implementation of the COA contract with relevant person in charge of Mobil. Mobil affirmed the implementation of the COA contract by the fleet. Meanwhile, both sides had in-depth communication on the new ship allocation plan. It was supposed to optimize the allocation plan according to the characteristics of the new ship types to maximize benefits. A preliminary consensus was reached, laying a foundation for future strategic cooperation. On the afternoon of March 25, Shenghang Group’s team visited TOTAL company. They had in-depth exchanges with relevant person in charge of TOTAL company on the existing COA business cooperation. They analyzed existing issues one by one, laying a foundation for future business cooperation.
(2) Negotiation of time charter contract
On March 24, General Manager of Shenghang Group Li Guanghong and his delegation visited the time charter charterer Alpha Star company. They had in-depth negotiations on the time charter contract of “Shenghang 006” and seriously discussed the contract details. They reached a consensus on key clauses such as fuel bunkering, put forward constructive suggestions, and both sides reached a high consensus on further deepening cooperation. On the same afternoon, Shenghang Group’s team visited SIETCO Singapore, discussed the matters of the currently operating SHELL time charter vessels. General Manager Li Guanghong introduced the latest progress of SHELL MR and the company’s development plan. The safety management concepts of both sides were highly compatible. It was agreed that safety was the foundation of in-depth cooperation and both sides looked forward to strengthening cooperation. He also communicated on the adaptability of the new ships to SHELL cargoes, helping to achieve greater results in cooperation.
5. Strengthening Safety Management
On the morning of March 23, General Manager of Shenghang Group Li Guanghong led the team to board the “Shenghang 005” moored at Singapore anchorage for operation. They conducted a comprehensive and detailed inspection of the vessel’s safety status from bow to stern. They pointed out areas for improvement and provided on-site guidance and operational training. They explained in detail the requirements of the latest international regulations and implemented the safety culture concept of SHELL’s felt leadership. They required shore-based management personnel to take the initiative to move forward, fully implement Shenghang Group’s safety regulations, and improve the management level of the entire fleet.
6. Participation in Industry Exchange
Attending the opening ceremony of Singapore Maritime Week (SMW) and China Classification Society (CCS)
On the evening of March 24, General Manager of Shenghang Group Li Guanghong, attended the opening ceremony and welcome dinner of SMW as a special guest. On the morning of March 25, General Manager Li Guanghong was invited to participate in the opening ceremony of CCS at the exhibition site. Senior executives of CCS had in-depth exchanges with him on the relevant matters of the maiden voyage of Shenghang Group’s vessels to Australia. The person in charge of CCS in Australia would go to the site to guide the relevant work of this vessel. Both sides reached a consensus on further deepening multi-field cooperation, looked forward to enhancing the cooperation results through a strong alliance. This exchange was helpful to expand the depth and breadth of cooperation between the two sides in aspects such as safety and technology, and inject new impetus into the future development of Shenghang Group.
7. Market Dynamics Focus
On the morning of March 26, General Manager of Shenghang Group Li Guanghong and his delegation visited SC SHIPPING. As two shipping enterprises, both sides exchanged views on the current market environment and had an in-depth discussion on countermeasures based on the predicted future market dynamics. It was emphasized that mutual assistance among enterprises was conducive to getting through difficult times together and promoting industry progress. Shenghang Group would continue to strengthen exchanges and cooperation with enterprises within the industry to jointly cope with the industry’s cold spell and achieve win-win development.
