On the morning of December 30, 2024, General Manager Li Guanghong organized and held the “Shenghang Group Safety Production Work Deployment Meeting for the New Year’s Day and Spring Festival of 2025”. Relevant departments such as the Technical Department, Marine Department, Crew Department, Safety Supervision Department, Purchasing Department and Operation Department attended the meeting.

General Manager Li Guanghong demanded that all shore-based personnel, captains of each vessel in the Shenghang Group’s fleet, and all other crew members must enhance their awareness of safety responsibility, earnestly implement the all staff safety production responsibility system, strictly follow the requirements of the dual prevention mechanism to carry out risk classification control and hidden danger investigation and management, identify and eliminate unsafe behaviors of people, unsafe conditions of objects, unsafe factors in the workplace and management deficiencies. Through the classification control of risks and the investigation and management of hidden dangers, the focus of safety production should be moved forward, key points should be seized, and preventive measures should be taken to cut off the chain of accidents.

At the same time, the meeting required each ship management department to supervise and implement on-the-job training for ships. Special attention should be paid to the training and assessment of the maintenance, operation and testing of emergency, fire-fighting, life-saving, pollution prevention, security, and alarm systems and other related equipment. Emergency drills should be strengthened for different scenarios to ensure that all positions on board are clear about their roles and improve the emergency response capabilities in case of emergencies.

The meeting focused on 7 major items, including ship navigation safety, cargo and tank cleaning operation safety, pollution prevention management, permit system and high-risk operations, alcohol policy and internal management, maritime security, and emergency management and reporting requirements, with a total of 36 key items that need to be closely monitored. It was required that each department make detailed arrangements and assign responsibilities to individuals. Finally, General Manager Li Guanghong once again emphasized that the relevant shore-based departments and responsible persons must closely track the dynamics of the ships and crew under their jurisdiction, and strengthen safety monitoring and process control during critical navigation sections and operations. Special attention should be paid to tracking and monitoring operations such as navigation in heavy winds and waves, watchkeeping in poor visibility, navigation in narrow waterways, berthing and unberthing operations, tank cleaning operations, and anti-freezing and anti-slip measures, and provide necessary guidance and support to the ships at any time.
