Shenghang Group Visited Jinshan Maritime Safety Administration of the People's Republic of China

On November 20, 2024, General Manager of Shenghang Group, Li Guanghong and his delegation paid a visit to Jinshan Maritime Safety Administration (MSA) of the People’s Republic of China. Shenghang Group’s management team had in-depth communication and exchanges with Director Zhang Junfeng, Deputy Director Qian Lingyan, and relevant personnel of Jinshan MSA on issues of common concern.

Before the meeting, under the guidance of department director Wang of the office, everyone visited the Safety Culture Exhibition Hall of Jinshan MSA and learned about the historical changes and safety culture construction of Jinshan MSA.

After the meeting began, Director Zhang Junfeng warmly welcomed the visit of Shenghang Group’s management team on behalf of Jinshan MSA. Subsequently, Director Zhang Junfeng introduced the development history and characteristics of Jinshan MSA, and emphasized the presence of Chemical Industrial Park and multiple hazardous chemical companies such as Shanghai SECCO Petrochemical Company Limited in the jurisdiction, involving the entire process of chemical production, warehousing, dock and transportation. In addition, Director Zhang Junfeng also introduced the situation of anchorage, waterway, dock operation and ship safety supervision in the jurisdiction. General Manager Li Guanghong introduced Shenghang Group’s development history, fleet size, business segments, the safety culture construction of the company and vessels, as well as the layout in the new energy sector.

 

Both parties had in-depth and extensive exchanges on how to jointly address the challenges of port navigation environment and safe operation. Director Zhang Junfeng stated that as a maritime authority, under the premise of not affecting the normal operation of vessels, it should provide effective safety supervision for the interests of ship owners and the safety of vessels/seafarers, and avoid adverse effects on vessel operations and seafarers’ working hours, due to improper inspection scheduling.

 

Director Zhang Junfeng emphasized that the boarding inspections of maritime authorities should always prioritize the safety of seafarers. Through on-site inspections, equipment and management defects should be identified, and vessels or companies should be reminded to correct them in a timely manner. If necessary, on-site training should be carried out to improve the operation and management level of seafarers, so as to promote the management improvement of shipping companies, and ultimately achieve the goals of zero casualties, zero pollution and zero accidents. This statement won warm applause from the scene. Both parties also discussed their intentions to cooperate in carrying out joint security checks of vessels in port, as well as the company’s dispatch of captains who are on vacation to be on Jinshan MSA’s VTS duty.

 

Jinshan MSA has shown strong interest in the safety inspection standards for liquid ammonia tankers, liquid ammonia cargo operation regulations and related research on liquid ammonia as a green energy source. Both parties have reached a preliminary consensus on the follow-up cooperation research on liquid ammonia. Both parties have agreed that before Shenghang Group’s new-built liquefied gas carrier is put into operation, relevant personnel from Jinshan MSA will be invited on board for on-site communication and observation, in order to gain a deeper understanding of the equipment systems and operational requirements of the carrier.

 

After more than two hours of communication and interaction, both parties reached consensus on many issues, laying a solid foundation for further cooperation in the future. Through communication, mutual understanding and trust have been enhanced, and this visit to Jinshan MSA of the People’s Republic of China has been a complete success!
